PMeV establishes civil-military cooperation working group

24 June 2026 – The Bundesverband Professioneller Mobilfunk (PMeV) – Netzwerk sichere Kommunikation has established a working group for civil-military cooperation (Zivil-militärische Zusammenarbeit (ZMZ) – Dr Stephan Gottwald (IABG) was elected chairman by the group members. The new working group combines the expertise and competence of the Association in the design and further development of safety-critical communication of the Federal Armed Forces with civil authorities, organizations, critical infrastructures (KRITIS) and the population.

“ZMZ is essential for a resilient handling of various threat and disaster situations. Communication is crucial when it comes to compiling a comprehensive survey and overview of different players, in order to be able to act appropriately and efficiently. The interoperability of the technologies used by the different players represents a key element in this context,” said Dr. Stephan Gottwald.

Range of topics

The range of topics of the new PMeV working group includes, inter alia, resilient communication solutions in the civil-military cooperation (ZMZ), organized according to potential deployment and crisis scenarios and the individual requirements of the players involved. Further focus is put on the interoperability of critical communication systems, the interfaces between military and civil players and the interaction between different communication technologies. In addition, the working group deals with defined applications, relevant technologies, backup structures, cyber security, situation reports and intersections with other working groups.
