Smt. Aruna Sundararajan, IAS (Retd), Chairperson, BIF

Ms. Aruna Sundararajan, Chairperson, Broadband India Forum has served as the Secretary to the Government of India in the Ministries of Steel; Information Technology and Telecom; and retired as Chairperson of the Digital Communications Commission in July 2019. During her tenure, Smt. Sundararajan played a pioneering role in steering various important tech policies and initiatives across the domains of telecom and hardware manufacturing, e-governance, digital payments, data protection, cyber security and tech start-ups.

Shri Sanjay Agrawal, ITS, Director, Directorate of Coordination (Police Wireless)

Shri Sanjay Agrawal, Director DCPW and gold medallist in Computer Science from IIT Delhi, has over three decades of service across multiple ministries and states, excelling in administration, policy, communication technology, finance, project, and disaster management. He is a pioneer of digital transformation in disaster management, leading nationwide projects like the Early Warning Dissemination System (CAP-based) and pan-India Cell Broadcasting Alerts within six months. His major achievements include implementing the ₹1500+ crore NFS Project for Indian Defence in the Northeast, driving the ₹672 crore Digital India project in Rajasthan to connect 6236 Gram Panchayats, and introducing GPS-based Road Information Systems and ERP in NHAI. He has coordinated World Bank–assisted projects and worked with global bodies including ISO, ITU, and UNDRR. Recipient of the Rashtriya Sanchar Seva Padak and Vishishta Sanchar Seva Padak, he represents India in ISO’s ITS standards development and has numerous national and international publications to his credit.


Mr. David Deacon, MD & CEO Etherstack

David Deacon founded Etherstack in Sydney in 1995 and oversaw the company’s expansion around the world including the establishment of R&D offices in New York, Yokohama and Reading (UK).

David’s original vision for Etherstack was as a specialist wireless technology licensing company providing underlying technologies for the land mobile radio and defence communications industries. As the company grew, Etherstack branched out into transceiver design, manufacturing and deployment of complete turnkey digital radio networks.

In recent years, Etherstack has developed the underlying components for 3GPP MCX networks and is currently the lead supplier of the LMR InterWorking Function (IWF) for the AT&T FirstNet project in the United States. The company has also been at the forefront of PTT over Satellite solutions and has deployed a P25 over Satellite solution for the Royal Canadian Mounted Police inside the Arctic Circle.


Mr. Enrique Garcia, Head of Mission Critical Networks (MCN) & Enterprise for SEA, Oceania & India, Ericsson

Enrique Garcia Martinez, based in Madrid, Madrid, Spain, is currently a Sales Director at Ericsson. Dr. Krishna S. Vatsa, Member & HoD, NDMA*

Dr. Krishna S. Vatsa (often referred to as Dr. P.K. Vatsa or Dr. Krishna Swaroop Vatsa) serves as a Member and Head of Department (HoD) at the National Disaster Management Authority (NDMA) India.

Dr. Vatsa is a senior expert in disaster risk reduction, policy planning, and institutional strengthening, with extensive experience in shaping national frameworks for disaster preparedness and mitigation. His work has been instrumental in advancing risk-informed governance and resilience-building initiatives across multiple hazard domains.


Shri Rajeev Singh, Secretary (Security), Cabinet Secretariat, PMO*

Shri Rajiv Singh is a senior 1993-batch Indian Police Service (IPS) officer of the Tripura cadre, currently serving as Secretary (Security), Cabinet Secretariat, Government of India. Appointed by the Appointments Committee of the Cabinet in May 2026, he assumed charge on June 5, 2026. In his present role, he serves as the administrative head of the Special Protection Group (SPG) and oversees high-level VIP security administration, including the proximate security of the Prime Minister and immediate family members.


Shri Anil Kumar Lahoti, Chairman, TRAI*

An officer of the Indian Railway Service of Engineers from the 1984 batch. After a distinguished 37-year career in Indian Railways, he retired as Chairman & CEO of the Railway Board in August 2023. A gold medalist in Civil Engineering from Madhav Institute of Technology and Science, Gwalior, with a master’s degree from IIT Roorkee, he held prominent roles, including General Manager of Central and Western Railways and Member Infrastructure, Railway Board.

Post-retirement, he was appointed to a One-Man Expert Committee on track inspection and maintenance and is a Distinguished Visiting Professor at Gati Shakti Vishvavidyalaya. Shri Lahoti is an expert in railway operations, track maintenance, project execution, and station redevelopment, and initiated several reforms in execution of infrastructure projects, improvement of freight transport performance and quality of service and ease the customer interface.

He is from Guna, M.P. and is the younger brother of former Chief Justice of India, Late Justice R.C. Lahoti.


Shri Jyotiraditya Scindia, Hon’ble MoC  

Shri Jyotiraditya M. Scindia is the Union Minister for Communications and Development of North Eastern Region (DoNER), Government of India. A six-term Member of Parliament from Madhya Pradesh, he has served five terms in the Lok Sabha and one in the Rajya Sabha. He began his public service journey in 2002 and has held several key ministerial portfolios, including Civil Aviation, Steel, Power, Commerce & Industry, and Telecommunications, Posts & IT.

As Minister of Civil Aviation and Steel (2021–2024), he played a significant role in strengthening aviation infrastructure, connectivity and the steel sector, including efforts to promote green steel. Earlier, as Minister of State for Telecommunications, Posts & IT, he spearheaded Project Arrow, modernising post offices through IT-enabled services.

Mr. Scindia holds degrees from Harvard University and Stanford University and has professional experience with the UN, Morgan Stanley and Merrill Lynch. He is also actively involved in education and cricket administration.


Mr. Emanuele Algieri, Head of Sales for Middle East, Africa & India for Airbus Public Safety and Security, Airbus

Dr. Emanuele Algieri is Head of Sales and Business Development for the Middle East, Africa, and India at Airbus Secure Land Communications. A seasoned manager with extensive experience in mission- and business-critical telecommunications, he has built his career across a number of multinational companies.

A graduate in Electronic Engineering from the University of Bologna, Emanuele began his career in technical roles before moving into commercial and managerial positions with responsibility for wide territories, where he has successfully led large, diverse teams. He has recognized capabilities in developing strategic plans and driving their implementation, as well as in building high-level relationships, and brings deep knowledge of the PMR (Professional Mobile Radio) and Wireless Broadband markets.


Tero Pesonen, Board Chair, TCCA

Tero Pesonen is the Board Chair of TCCA, and currently also chair of TCCA’s Critical Communications Broadband Group, a position he has held since 2014. A Working Group of TCCA, the CCBG drives the development and adoption of common global mobile broadband standards and solutions for users who operate in a mission critical or business critical environment.

Tero has almost 30 years’ experience in critical communications, with responsibilities that have ranged from highly technical assignments in global standards creation to understanding the field operational procedures of key players in critical communications. Tero represents TCCA in 3GPP activities, and is a frequent presenter, moderator and panellist in major industry events such as Critical Communications World.


Jason Johur MBA, MEng, CEng, MIET, Global Head of Market Development, Mission Critical Networks, Ericsson

Jason Johur is the Global Head of Market Development for Ericsson’s Mission Critical Networks business and a Board member and Strategy Director of TCCA. Jason chairs TCCA’s Broadband Industry Group (BIG), a Working Group that leads industry initiatives to bring 3GPP LTE, 5G, and 6G solutions to market for mission-critical communications users, working closely with TCCA’s Critical Communications Broadband Group (CCBG). Jason holds an MBA (Distinction) from Henley, an MEng from the University of Bath and is a Chartered Engineer with the IET and EC-UK.


Bernhard Reiterer, Regional Sales Manager, Public Safety Frequentis Singapore Pte Ltd

Bernhard has been with Frequentis since March 2021, and represents Frequentis in TCCA’s Asia Regional Working Group. With 15+ years of international sales experience, Bernhard specializes in mission‑critical communication and information solutions for safety‑critical environments such as public safety, defense, aviation, and transportation. At Frequentis, he works closely with customers, partners, and internal teams to design and deliver solutions across: Emergency call taking & command‑and‑control; Mission‑critical communications (voice, data, MCX); Public safety platforms and digital ecosystems, and UAV / UTM and emerging safety‑critical technologies.


Terence Ledger, Regional Director Asia Pacific For Sepura & Vice Chair TCCA ARG.

Terence Ledger is a seasoned telecommunications executive with more than 25 years’ experience in global sales and commercial leadership across Europe, Asia Pacific and the Middle East.

Over the last 15 years he has held senior leadership roles at Sepura, including Regional Sales Director for APAC and MEA as well as Sales & Marketing Director, where he ha  built high-performing regional teams, and expanded market presence through major TETRA and hybrid radio deployments which have had significant benefits for many end users. Currently Terence is Regional Director for APAC for Sepura and a Vice Chair of the TCCA ARG – Asian Regional Group.


Dilip Verma,Country Manager for Airbus Public Safety and Security in India

With over 24 years of leadership experience across the defense, Home Land Security, and Enterprise sectors and an active pursuit of PhD in Defense Technology, Dilip plays a key role in deploying high-reliability infrastructure for major public sector and enterprise stakeholders.
